<H2> THE HISTORY OF SECONDARY EDUCATION BOARD EBONYI STATE
Ebonyi State is created out of two States-Abia and Enugu States res pectively.
Both parent States had Secondary Education Boards but the names w ere
different.
Abia state called her own-"Secondary Education Management Board" while
Enugu State called her own "Post Primary School Management Board". Though
all the States have different names, their method of operation is basically similar.
Modus Operandi Of Secondary Education Board In Ebonyi State-:
The system of operation was based on the military edict enacted in 1998 by Navy
Captain Walter Feghabor, the first Military Administrator in the Stat~ upon the
creation in 1996. The edict was the replica of those used in both Abia and Imo
States.
When the Administrator established Secondary Education Board along other
Ministries, the first flag-bearer of the Board was nominated and subsequent ones
followed:-
1. Mr. Anthony Nwigberi was the first Chairman from 1st October 1996 - 23rd
April 1997. He did not work with any Board but was administratively
assisted by William Obi who was the head of administration department
2. Chief Okemini Stephen Omege became the next Chairman from 23rd April
to 28 September 1998 and was assisted by Dr Nnachi Okoro as Secretary but he had no Board Members.
3. Proffessor Odi. A, became the next Chairman from 15th October 1998 to 5th
may 1999 and had Chief W O lkebe as his Secretary. He had full Board members.
4. Dr. Stella lnya-Agha became the next chairman from 6th June 2000 to June 2003 with Mr P N Ogbodo as the permanent secretary. Later,replaced by Chief Willy Nkwegu as the permanent secretary. Dr. Stella Inya Agha had full Board Members. Chief Sonni Ogborji took over from Dr. Stella lnya-Agha from July 2003 to
August 2005. He worked with Chief William Obi as his Secretary. Sonni
Ogboji had full Board Members.
Mrs. Patience Oka served as Chairman from August 2005 to August 2015
and worked with Bernard Nwokeocha as Secretary and later with Chief
Nwenyim as Permanent Secretary. Mrs. Patience Oka operated with full
Board Members.

Odo Emmanuel onwe became the Chairman from August 2015 to
September 2019 with Lady Franca Egwu as the Secretary with full Board in
place

Dr. Elizabeth Eze-Anvim took over from September 2019 till date with Lady
franca Egwu as the Secretary with full Board in place.
Before the appointment of a substantive Chairman, to avoid a vacuum, an
acting chairman was usually appointed. Such people who acted include Sir,
P.B.0 Otuu, B.U Igwe, Ngozi Nwankwo who was assisted by Godwin Onwe
as permanent Secretary.
Before the Secondary Education Board moved into their permanent building, it
was squatting at Government Technical College (GTC) Abakaliki.
COMPOSITION OF THE BOARD/STRUCTURE
THE BOARD IS COMPOSED OF:
An Executive Chairman and Board
members full-time, part time, ex officio members with one which must be a woman, plus MOE rep., and NUT representative.
B There are zonal offices representing the 3 zones- Abakaliki, Afikpo and Onueke (North, SOuth and Central) all having the same structures as the Headquates.
C The Ministry of Education is the parent body of all Educational parastatals-SUBEB,SEB, Adult Education, Universities and colleges of Education, The Ministry is responsible for policy formulation.
DUTIES/RESPONSIBILITIES
Th e Secondary Education Board is partially scheduled because it recruits staff,
disciplines and generates fund to run the system especially if the State
Government is not paying students' fees as well as carrying out maintenances
SEB is similar to SUBEB except the fact that SUBEB has a federal parent (body)-
UBEC. This eases out the financial weight of the State UBEB, unlike SEB whi ch
does not have federal parent (body).
The duties and responsibilities are reflected in the organogram displayed in the
website. Also, the Board's duties are in the Ebonyi SEB law enacted by the State
House of Assembly-No 010 of 2019 which the present constituted Board is using
and it x-rays the functions of each cadre - Executive Chairman, Board Members,
Secretary, zonal Boards and others. </H2> |

<H2> David Nweze Umahi, fondly called Engineer Dave was born to the humble family of Elder and Deaconess Joseph Umahi Nweze in Umunaga Uburu in Ohaozara Local Government Area of Ebonyi State.
Engr. Umahi started his secondary education at Ishiagu High School in 1978 and in 1979, transferred to the prestigious Government Secondary School, Afikpo, where he completed his secondary education and passed his WASC Examinations in Division 1 grade with excellent Alpha performances </H2> |
